Peter Thomas Senese and I CARE Foundation Confirm New Film About International Parental Child Kidnapping

I am very pleased to confirm that I will be producing on behalf of the I CARE Foundation and Pacifica an upcoming feature documentary film 150,000 Internationally Kidnapped Children focuses on the cataclysmic growth of international parental child kidnapping in the United States, Canada and abroad.  The film will dissect why the hideous crimes against innocent children has reached pandemic levels that have claimed so many lives and what can be done to prevent abduction, while also offering solutions that should be implemented that can help current child-victims of cross-border kidnapping.

The film's title 150,000 Internationally Kidnapped Children originates from a widely distributed and cited study titled Crisis In America written by renown child advocate Carolyn Vlk (a member of the Board of Directors of the I CARE Foundation, and a member of the Special Advisory Board of the Amber Watch Foundation) and myself.  150,000 Internationally Kidnapped Children is the average weighted forecast of that takes into consideration how many children living in The United States, Canada, and Mexico are anticipated to actually be internationally parentally kidnapped over the next ten years.

The film will bring viewers into several intriguing parental child abduction cases, through the legal system available to targeted parents and children, the psychological trauma of kidnapping and its affects, and eventually above a microscope looking at the government agencies and their existing policies responsible for protecting children. Paramount to the film's direction is the intent to offer new solutions to a serious social problem that in the United States alone is expected to cost the American economy over Six Billion dollars over the next decade.

150,000 Internationally Kidnapped Children will also focus on how children of both parental and stranger-abductions are easily removed from one nation's border to another under existing policies in North America, and particularly in Europe.

The I CARE Foundation and several of it's Board of Director members have been studying key aspects of international parental child abduction for some time.  150,000 Internationally Kidnapped Children will include substantial data and information based upon these unique and groundbreaking studies. Studies and information, I might add, that I fully expect will change the landscape of abduction prevention. Which is, by virtue, the mission of the I CARE Foundation.

And of course, I am thrilled to once again be working and writing with Carolyn Vlk, who is one of the brightest and most knowledgeable persons concerning abduction that I know.  In the past, Carolyn Vlk and I produced the important educational documentary film series Chasing Parents: Racing Into The Storms of Child Abduction that has come to benefit many targeted parents from around the world, as well as our publication of the most up-to-date resource guide on child abduction prevention and reunification titled The World Turned Upside Down. 

As a storyteller deeply familiar with the world of child abduction, it is my personal hope that this film will not only raise awareness of parental abduction so targeted parents may act to protect their families, but it is my aspiration to also provide keen social insight into the horrors that exist so our lawmakers will move on new laws and policies that will help protect children in a similar manner that we accomplished through passage of Senate Resolution 543, the State of Florida's Child Abduction Prevention Law, the State of New York's and the State of California's criminal Cyber-Impersonation and Cyber-bullying laws, and the implementation of the highly effective abduction prevention tool - the federal Prevent Departure Program by the Department State in conjunction with the Department of Homeland Security.

150,000 Internationally Kidnapped Children  will be released during the late Spring - early Summer, 2013.

Similar to all projects associated with my work as a child advocate and steward raising awareness of child abduction, the 150,000 Internationally Kidnapped Children film is personally financed through charitable donations from my business holdings.

Like every parent who has chased into the storms of international parental child abduction, I have been to He!! and back.  There is nothing that I can compare what it is like to be a chasing parent searching for your child.


Recently the Examiner published a fairly detailed article about the I CARE Foundation and our efforts to help children fighting cancer or who are targeted for international parental child abduction. The published story has a theme that I appreciate outside of my advocacy work, and that is books really can and do make a big difference in our lives.  Chasing The Cyclone has done that for a large and growing number of parents.

In the meantime, I urge all parents, particularly those involved in multi-cultural relationships that show signs of previous or ongoing strain to remember that the Christmas Holiday Season is a hightened time of the year when children get internationally abducted.  Please do not think this issue is not important to you - most every parent who has had their child stolen by the other parent didn't feel it was important either; however, with as many as 125, 000 American and 20,000 Canadian children expected to be internationally abducted over the next 10 years - it is worth 2 minutes of your time to understand.

Hurricane Sandy Was A Bitch: Thoughts On Breezy Point, Rockaway Beach, Long Beach, Gerritsan Beach . . .

At the moment I am in Southern Brooklyn, not to far from the Marine Park Bridge that crosses into Breezy Point, Riis Park, Rockaway Beach and Bell Harbor.

The eclectic communities that make up this area of Southern Brooklyn include Mill Basin, Mill Island, Bergan Beach, Marine Park, Flatlands, and Gerritsan Beach (which has gotten hit really bad).  Few homes here have electrical power or heat. Many households have children or elderly people in them. And it is getting cold fast.

Every 2 to 3 minutes the blaring sounds of a fire engine, police car, or ambulance bursts into the air ... there are a lot of ambulance sirens.  Even when I am sleeping I hear them now in my dreams.

On the streets, which are mostly void of working traffic signals, I see teams of police officers standing in heavily dense intersections trying to keep the heavy traffic of frustrated and scared drivers flowing.  These policemen and policewomen out on the streets come from some of the most heavily impacted areas of Hurricane Sandy- many have lost their homes, or in the least, been displaced just like so many.  But there they are - doing what they do . . . responding.  And it amazes me.

Many of my friends have reached out to me asking what they could do to help.  I have said to each of you at this time pray ... and when ready plan on providing assistance at the local organizational level in communities in New York and New Jersey that have been badly hit because, as I experienced during 9-11, these local community organizations are able to help those individuals who fall through the cracks ... and Sandy didn't simply make a few cracks - it blew out more than a few walls. 

There goes three more firetrucks, a small convoy of the national guard and two more ambulances. 

I know that I am bouncing from place to place here, but my own mind is 'walking in a circle'.

The day before Hurricane Sandy came to shore I was thinking that I should have returned back home in Los Angeles: my nice heated pool, my boat, and a round of golf were all on the day's agenda.  However, I decided to stay here in New York because, well I am a New Yorker.  Weighing in on my decision was the fact that I knew I had many family and friends who may bear the brunt of this storm, especially since the weather forecasters were talking about it coming into the the Hudson Harbor and Long Island's Atlantic Ocean.

It was only five days ago since Hurricane Sandy ascended onto the New York and New Jersey shores but the havoc it has caused feels more like it has been a month of no heat, no power, no gas, limited food, limited access to most things ... and no answers.  Many individuals are simply trying to figure out who to turn to, how to turn to them, and what to turn to them for.

Have you ever walked around in circles for 5 minutes?  Try doing it for 5 days. It will seem like 5 weeks.

Have you ever lost an important photograph or your favorite sweater?  Well, think about losing all of your possessions.

Have you a place to lay your head tonight?  For many thousands, the same can't be said.

Which reminds me, a word to everyone who does not have heat: lather your body in Vaseline - the petroleum  jell will close your pours, serving to keep your body's heat in while also acting like a wind and water deterrent.

Hurricane Sandy has causes such a mess.

Long Island's city of Long Beach and most of the homes in it are now gone.  This was the home of my brother John and Kelly.  My brother, like many who made Long Beach there home, was a 9-11 hero firefighter.  He nor Kelly didn't deserve this.  Thank God my brother has Kelly.  Long Beach was also the home of several other family members: their homes are either gone or severely damaged  . . . but you know, even the houses that have been severely damaged are useless since their is now power, the water in contaminated, the sewer systems have failed, the majority of the stores and restaurants have been destroyed, the schools shut, and garbage from the flood-soaked houses - food and furniture and clothing - liter the streets: Christmas has come early for the rodents.

Long Beach as it was once known is gone.

But the spirit of those who lived in Long Beach is time-tested and resilient.  These folks, like my brother and Kelly, know how to come back, and come back stronger than ever.

God willing, that is what we will see.

Closer to where I sit here in Brooklyn - very close to the once sandy beaches of the Rockaway Peninsula that I grew up on as a young boy and young adult playing in the refreshing waters of Riis Park- is Breezy Point, which sits on the westernmost part of the Queens peninsula.  It is a community very similar in many ways to Long Beach.

There go two more firetrucks, their lights streaming and the sirens screaming.

As many of you know, over 100 homes were destroyed by an unthinkable fire that occurred during the height of Hurricane Sandy.  Many more were lost due to the Atlantic's swells that caused the ocean to meet Jamaica Bay. 

Many of my friends including my brother are firefighters.  I can't imagine what it was like for the firefighters who responded to the Breezy Point nightmare, especially because Sandy's fierce and furious wind along with the rain created an unreachable inferno fireball that was once the home of many of New York's first responder firefighters and police officers.

My cousin George and his wife Stella had a home in Breezy Point.  My heart breaks for George and Stella.  Last month, they lost their son and grandson in an early Sunday morning automobile accident.  Now Sandy.

As I think about how many first-responders have personally been hit hardest by the storm who are out there now or will be out there later this evening, I immediately think of two pals of mine.  My dear friend Paul, who I have been friends with for over 25 years and who has made a difference with the I CARE Foundation our our efforts to rescue internationally kidnapped children is a sergeant with the Port Authority and has his hands more than full dealing with the Brooklyn Battery Tunnel and its still 30 million gallons of water inside that tunnel, and the Queens Midtown Tunnel and the 12 million gallons that sit inside that tunnel.  Paul lives in Staten Island - which has been hit so bad.  In fact, on Paul's city block, one of his neighbors - a father - drowned the night of the storm when a surge of water flooded his home when he was in the basement, causing the doors to close on his life forever.

I'm not kidding, there are more sirens going off.  I can't see what they are attached to, but I think they are firetrucks. 

My very good friend is a Suffolk County police officer.  He lives in one of the areas of the Queens Peninsula that has been hit hardest: Rockaway Beach.   Fortunately for Chris he lived in a high-rise. But that didn't prevent the Atlantic from racing into his building.  Chris didn't need this: before becoming a highly decorated police officer Chris was part of the FDNY.  Tonight, this man will patrol areas of Suffolk Country prone to heavy crime and looting.  Ever since Sandy has shown up, I pray for my friend's safety because he is out in an area that is simply not cool.  Not cool at all.  And so if you pray, please keep Chris in your prayers because he has another major challenge going on: his daughter had been internationally abducted and he is doing everything legally possible to bring her home.

Sandy was one real bitch.

The other night I ran into my old friend Joe.  Joe, like my brother John, is a FDNY hero now disabled due to the time he served the Great City of New York.  Joe lived in Rockaway.  Then the Atlantic showed up courtesy of Sandy.

Who invited Sandy? Seriously, Sandy was one real uninvited bitch.

My oldest childhood friend is Sam.

There goes another convoy of flashing trucks - National Guard, Black SUV's, and a few FEMA trucks - and some glaring alarm is going off. I'm on sound overload.

My friend Sam lives in Staten Island.  I have been trying to reach him.  I can't.  We have been friends since he was three years old and I two years old.  I am worried about him and his family.

Back in Manhattan, most everything below 34th street is still shut down. Imagine being stuck in a building downtown with no power and no working elevator. Now imagine being on the 30th floor of a building.

In my role with the I CARE Foundation, we had sent out an Amicus Brief to help stop an abduction.  The package was put into a Fedex drop located in one of the buildings downtown.  I'm not sure if it was picked up by FedEx . . . I can't reach the building as it is closed, and I don't have the immediate access to the FedEx slip to track it.  This weighs on me heavily: I take great pride in been able to help protect children who are at great risk of being internationally abducted by one parent from another.

I have many friends in New Jersey.  Many are now homeless. Many more have no power, no heat, and no food.  And it is cold.

Fuck you, Sandy. 

Two hours ago I heard from my dear friend Eugene. I love Eugene, and was deeply worried about him, Clarice, Philippe and Lindsey.  They have no power and heat.  But they are okay, and the children are staying at Eugene's sister's home - who so happens to have heat.

Hurricane Sandy happens to be the worst storm to hit our shores in a very long time.  The size and force of Bitch Sandy was so vast and powerful that it literally wiped out very large communities, while severely damaging many others.  With so many people now homeless, with so little power in the region, and with the cold winter now on us, the people impacted by this monster storm unlike anything in American history need your help.

First, seriously ... prayer does work.  So pray.

Secondly, if you are going to donate money, please donate a percentage of your money to nationally recognized organizations.  In addition, please consider reserving a part of what you intend to give to local organizations run by community leaders in respective areas that have been severely hit.  From my own personal experiences, I have seen that local organizations have the ability of assisting individuals in immediate need or individuals who might fall through the cracks for whatever reason.  And God knows, right now there is a lot of cracks.

Most of all, please give what you can because so many people need help.

In the coming days I will share a list of some organizations worth considering.

New York City is one of the most special places in the world because of the people that live here.  New Yorkers come from all over the world ... some even live in other places (Hello Ned Treanor!) . . . but they have share something remarkable: a tremendous sense of determination and belief in one another and themselves.

One final thing: to the Sandy's of the universe out there ... this morning ray of sun is symbolic of the spirit of those who live in the New York area. All that was lost will be rebuilt.

And those nations that do, such as the United States, have only published the ‘reported’ number of cases without providing any insight into what clearly is a much more sizeable number of ‘unreported’ cases of international child abduction.  There are millions of children each year around the world who are targeted for abduction each year, with a substantial number of these children intended to be removed from their native country of origin. In fact, if the growth rate of international parental child abduction continues to rise as projected, in the year 2020 alone the United States will have more children criminally parentally kidnapped from our nation’s borders than can fill a professional baseball stadium!”

The outlook for parents of children criminally kidnapped abroad seeking to reunite with their kidnapped children is tragically alarming.  For instance, there are approximately 200 criminally abducted U.S. and Canadian child-citizens illegally detained in Japan right now. In our history, no U.S. or Canadian child who was abducted from either the U.S. or Canada has ever been returned home. None. Ever. Japan is a black hole of child abduciton where no child has ever been legally brought back. Sadly, there are many black holes.

The title for the publication ‘The World Turned Upside Down’ was created due to the reality that many parents who are targeted for international parental child abduction enter into a nightmarish ordeal where limited help and understanding is found, and the majority of criminally kidnapped children are never returned. Supporting this reality is Janice L. Jacobs, Assistant Secretary of State for Consular Affairs for the United States Department of State who writes, "Very few options exist for parents and children who are victims of parental child abduction.” Ms. Jacobs also stated, "Unfortunately, current trends reflect a steady increase in the number of international parental child abduction cases and highlight the urgency of redoubling efforts to promote compliance with [Hague] Convention obligations and encourage additional nations to join the Convention."

Ernie Allen, President and CEO of the National Center for Missing and Exploited Children and International Centre for Missing & Exploited Children has previously stated, "The problem of missing, abducted, trafficked and sexually exploited children is large, growing, under-recognized and under-reported” Mr. Allen observed, “Children are the single most victimized segment of our population.  Even with all of the progress we have made, most Americans still don’t understand that basic fact.  According to Justice Department research, more than 2,000 children will be reported missing in the United States today!" Additionally, Mr. Allen stated, "The numbers are staggering. The tragedies continue and too many children do not make it home.”

Global Child Abduction Crisis Enabled By Failures To Implement Worldwide Passport Travel Requirements For Children

Child advocates from around the globe are expressing outrage over world governments' continued failures to protect millions of defenseless children targeted for criminal abduction each year by monsters who facilitate the unforgiving crimes of internationally abducting or trafficking children. International border-crossing policies often do not mandate that children traveling abroad present a valid passport to border agents if a child is traveling by land or sea. When a child is stolen and illegally removed from their country of origin by either a non-stranger such as a parent, or is a victim of a stranger abduction, that child has been criminally kidnapped. The traumatic consequences placed on the kidnapped child are severe. The majority of these defenseless victims will never recover from the physical and emotional abuse directed toward them. Some of these children are unable to recover: they are lost forever. Presently, international air travel by a minor requires the presentation of a valid passport. However, many nations including the United States permit the submission of a photocopy of a child’s citizenship papers such as a photocopy of a birth certificate as an acceptable travel document for a minor age 16 or younger when traveling abroad by land or sea.

In fact, many governments' immigration, borders, and customs agencies publicly and privately have voiced that excessive travel documentation fraud has given rise to dramatic and sweeping increases in the number of international child abductions and human trafficking cases around the world. According to law enforcement officials worldwide, the most effective means to determine if a child is legally traveling abroad is by checking the child’s passport. Nevertheless, even the presentation of a valid passport may not alleviate all illegal removals, particularly those connected to an international parental child abduction due to the potential issuance of a secondary passport related to a child’s possible dual citizenship. However, access to real-time government records associated with a valid passport provides border agents better insight into who is legally crossing into their nation's borders.

Unquestionably, travel documentation requirements that do not require a child to present a valid passport when traveling abroad by land or by sea have created a worldwide malignant epidemic that continues to destroy millions of lives each year. This plague is so wicked and ubiquitous that it is often acknowledged by governments and leading human rights advocates around the world as one of society’s greatest shortcomings. Undoubtedly, there is no one solution; however, it is evident to those familiar with international child abduction and human trafficking that one sure-fire way to turn the tide against the most evil of fates awaiting innocent children targeted for international abduction is to mandate that every child traveling abroad present a valid passport.

Carolyn Ann Vlk, drafter of the State of Florida’s landmark ‘Child Abduction Prevention Act’ and co-author of numerous research reports on child abduction commented on the need to conduct research on the global dilemma of abduction and trafficking as it is related to significant gaps in travel documentation requirements for children traveling abroad. “My volunteer advocacy in the area of child abduction prevention has allowed me an unobstructed view of the horror the families of a targeted child face. I've spent an incredible amount of time investigating and analyzing current legislation, policies, and trends relevant to child abduction and I have uncovered significant loopholes that are allowing children to be victimized through parental child abduction and human trafficking. In the report Peter Thomas Senese and I published concerning the Western Hemisphere Travel Initiative (WHTI), we realize the policy was intended to prevent abduction and trafficking from occurring but in reality it facilitates the cross border abduction of children through its deficiencies. WHTI allows for the travel requirements of children to vary depending on if they are traveling by land, sea or air. In our upcoming report titled ‘Global Child Slavery and International Child Abduction Associated With Travel Documentation Requirements' we will publish our findings concerning travel documentation issues as they relate to child abduction and slavery issues. Our future published findings will demonstrate the urgent and critical need for uniform travel requirements for children, including a passport requirement for all modes of travel. Without uniform passport requirements, society will continue to embrace child abduction and child trafficking, and this is completely unacceptable.”

Janice L. Jacobs, Assistant Secretary of State for Consular Affairs stated in the ‘Report on Compliance with the Hague Convention on the Civil Aspects of International Child Abduction’ previously submitted to the U.S. Congress that "Unfortunately, current trends reflect a steady increase in the number of international parental child abduction cases and highlight the urgency of redoubling efforts to promote compliance with Convention obligations and encourage additional nations to join the Convention." She also writes, "Very few options exist for parents and children who are victims of parental child abduction."

Florida lawyer Patricia Lee, a prominent, successful international family law attorney who is of counsel to the international law firm of Urban Thier Federer & Jackson, and who has substantial familiarity with international parental child abduction cases added, “As a family law practitioner who frequently deals with international issues, I see the risk of, and actual incidences of child abduction growing proportionately to our world shrinking. The failure, or inability, of courts to aggressively pursue reasonable precautions to proactively prevent such abductions is a crime in and of itself. Once an abduction has taken place, the left behind parent faces a morass of legal issues that are not only difficult to surmount due to language and cultural differences, but are also prohibitively expensive for the ordinary parent. The backlash is often permanent, and goes without any redress at all. Our best recourse is to prevent the removal of children at risk prior to it occurring, and we absolutely must have laws and procedures in place that allow us to do so. Anything less is simply irresponsible, and inhumane on a global scale. Children across the world deserve these simple safeguards from such abduction and victimization.”

Ernie Allen, President and CEO of the National Center for Missing and Exploited Children and International Centre for Missing and Exploited Children previously addressed the crimes against children when he said, "The problem of missing, abducted, trafficked and sexually exploited children is large, growing, under-recognized and under-reported." In addition, Mr. Allen commented that, "Children are the leading victims of violent and personal crimes in this country, victimized at a rate twice as high as the general population." Continuing he stated, “Children are the single most victimized segment of our population. Even with all of the progress we have made, most Americans still don’t understand that basic fact. According to Justice Department research, more than 2,000 children will be reported missing in the United States today!" Mr. Allen added, "The numbers are staggering. The tragedies continue and too many children do not make it home."
